Political Life
Wayne, a lifelong resident of Shelby County and State House District 9, is currently serving his fifth session as Texas State Representative.
In 2007, he returned to the Texas House of Representatives for his fifth session serving the people of District 9 of East Texas, which includes Jasper, Nacogdoches, Sabine, Shelby and San Augustine counties.
During the 80th Legislature (2007-2008), Speaker Tom Craddick appointed Wayne to the State Affairs Committee and as vice chairman of Regulated Industries. These are two of the most powerful committees in the Texas House and have significant influence over varying issues. Wayne was very honored to receive these appointments. Through them, he has been able to address important matters in District 9 including the future of power plants in East Texas and settled the 30-year water level problems of ToledoBendLake.
Throughout an active session, he has had the opportunity to provide leadership in multiple capacities. Wayne was chosen as president of the Texas Conservative Coalition in order to lead and strategize with other members in key conservative debates. He was also elected to the Policy Committee of the Republican Caucus. Recognized as a consistent conservative voter during this 80th session, Texas Eagle Forum he was recognized as one of the sixteen most conservative legislators, as well as being recognized by Capitol Insider as having a 100% conservative voting record.
During this session, Texans for Fiscal Responsibility named Wayne a Taxpayer Hero because of his strong commitment to commonsense protections and responsible spending.
While serving four previous terms in the Texas Legislature, Wayne was able to lead in conservative issues through the sponsorship of family and faith-focused legislation. Along with other legislators, he jointly author several bills, including “Faith-Based Workers in Each Human Service District”, “Parental Notification Prior to Minor’s Abortion”, and “Faith-Based Family Counselor Recognition”, among others.

Wayne also proudly held the single “most conservative” voting record in the entire House and Senate during the 2003 session prior to his unsuccessful bid for the United States Congress. During his first legislative session, he was named by the Republican caucus as the "Outstanding Freshman of the Year".
Over the many years of service, he’s had the privilege of serving as a board member of the Heritage Alliance, which was first organized as the Texas branch of Focus on the Family, and working with leaders throughout Texas to pass the infamous Proposition Two, which defended traditional marriage in Texas.
Personal Life
Wayne is a fourth-generation resident of Shelby County, born in Center, Texas and raised in Tenaha, Texas, only 11 miles north. He is the son of James and Tommie Christian.
After attending the public schools in the TenahaIndependentSchool District, Wayne graduated as valedictorian from TenahaHigh School in 1969. His college years were spent at StephenF.AustinStateUniversity in Nacogdoches, Texas, where he graduated with a BBA in General Business with a minor in Marketing in 1973.
In 1975, Wayne married his beautiful wife, Lisa Lemoine, of Shelbyville, Texas. They have three daughters - Liza, who is studying for her Masters at Baylor University and is a Lobbyist in Austin; Lindsey, who is preparing to pursue a Masters Degree at Baylor; and Lauren, a freshman at The Kings College in New York City.
Wayne enjoys being active in the community, where he is a member of the Lions International, Gideons International, and Promise Keepers. He and his family are members of the FirstBaptistChurch in Center, where he has served as a member of the Texas Baptist Men's Laity Board. Wayne has also served as president of the Board of Directors of the Shelby County Senior Citizen Corporation of Texas.
During the 1970s and early 1980s, you could find Wayne singing with his band the Mercy River Boys, which was a two-time finalist for the National GMA Dove Award as group of the year; once in 1979 and again in 1980. Also in 1979, Wayne was a finalist for the Grammy Award from the National Academy of Recording Arts and Sciences. But Wayne’s involvement went beyond just singing; he was also active with the Gospel Music Association and served on the National Board of Directors from 1976 to 1979.
Business Life
Wayne gained his business experience by working for various companies specializing in financial matters. Upon graduating from SFA, he went to work for Panola Insurance Agency, Inc. in Carthage, Texas. Then in 1975, he settled into a position with the Sabine Valley Savings and Loan Association as a loan officer.
In 1979, after years of hard work and dedication, he was offered and accepted a position with Farmers State Bank in Center, in the Savings Department as Assistant Vice President. In 1987, after many years in the banking industry, Wayne put his real-world experience to use while serving as Vice Chairman of the Texas House Committee on Financial Institutions.
During the time Wayne was employed by the Farmers State Bank, his entrepreneurial spirit began to show. In 1983, he became the managing partner of Century 21 Real Estate in Center. As the managing partner, he quickly learned the intricacies, difficulties, and rewards of being a small business owner. In 1987, Wayne decided to go into business for himself as an investment advisor representative for Hartford’s Woodbury Financial Services, Inc., also in Center. He continues his involvement in the investments industry, dealing with investment sales, stocks, bonds, mutual funds, annuities, etc. Wayne is now a member of the prestigious SunAmerica President’s Club, being in the top 1% of 6,700 offices nationwide.
He hosts a weekly interview program on local cable and radio programs throughout the district, and he has a 15 minute daily talk program on four area radio stations.
